Labor targets ‘visa hopping’ international students in crackdown on ‘permanently temporary’ migration
The federal Labor government is cracking down on international students who switch courses to extend their stay in Australia, with new visa rules taking effect soon.

Labor has announced new rules requiring international students to apply for a separate visa when transferring courses, targeting what the government calls visa hopping.
From 1 July 2027, a student visa will not be extended during a course transfer, and in the interim students cannot transfer within 12 months of beginning a course.
The government wants to cut net overseas migration from nearly 300,000 a year to 225,000 by 2028, and is also targeting migration agents selling what it calls false hope.
