Elon Musk acknowledged Tesla's robotaxis cannot reliably detect small animals on dark roads, describing the problem as grey kittens on grey tarmac.
Tesla uses cameras only, having dropped radar in 2021 and ultrasonic sensors in 2022, while rival Waymo uses 13 cameras, four lidars and six radars.
The EU votes on 6 October on bloc-wide approval of the same camera-only system, and two fatal US crashes in the dark last October remain under scrutiny.
The EU's Technical Committee on Motor Vehicles votes on bloc-wide approval of Tesla's driver assistance software on 6 October, needing 55 per cent of member states.
