Ukrainian president Zelenskiy and CIA director Ratcliffe met informally at Shannon Airport while their planes were being refuelled.
The meeting came less than a month after Ratcliffe travelled to Moscow to meet Russian intelligence officials to discuss the Ukraine war.
Neither side disclosed what was discussed, but the New York Times reported Ratcliffe urged Russia to cut a deal before its position weakens.
