Queensland Rail struck a pay deal with the last of seven unions on Friday, ending months of industrial action that had slashed passenger services across south-east Queensland.
The agreements include a guaranteed 8.5 per cent wage increase over three years, with some deals backdated to June and others to the start of September.
Transport Minister Brett Mickelberg said 91 per cent of services will be restored by 12 October, with a full timetable returning by the end of November.
