The deal only covers half the workforce as of June, so there's still more negotiating to come with the ETU, AMWU and TSU. That's why full service won't be back until November even after this agreement.

The minister says they held a hard line on the budget but that inflation clause means the final cost is still a bit of a wildcard. If prices keep going up then that 8.5 per cent is just the floor for what taxpayers will be covering.
