A major incident was declared near RAF Fairford in west England after British police arrested several men on suspicion of explosives offences on Sunday.
A resident reported three suspicious vans in the nearby village of Whelford in the early hours, and a bomb disposal robot was filmed searching the vehicles.
Police said the incident was contained, but counter-terrorism officers are leading the investigation and the British government said it would be inappropriate to comment further.
